Start from 18 March 2020 until 31 March 2020, our goverment of Malaysia now had announced a new control order that made under the Prevention and Control of Infectious Diseases Act 1988 and the Police Act 1967. This Movement Control Order includes ;
General prohibition of mass movements and gatherings across the country including religious, sports, social and cultural activities. To enforce this prohibition, all houses of worship and business premises should be closed, except for supermarkets, public markets, grocery stores and convenience stores selling everyday necessities. Specifically for Muslims, the adjournment of all religious activities in mosques and mosques including Friday prayers is in line with the decision of the Special Mental Health Committee meeting on March 15, 2020
Sanctions cover all Malaysians traveling abroad. For those who have just returned from overseas, they are required to undergo a health check and to do a quarantine (or self quarantine) for 14 days;
Restrictions on the entry of all tourists and foreign visitors into the country;
Closure of all kindergartens, government and private schools including daily schools, boarding schools, international schools, tahfiz centers and other primary, secondary and pre-university institutions;
Closure of all public and private higher education institutions (IPTs) and skills training institutes nationwide;
Closure of all government and private premises except those involved in essential services (water, electricity, energy, telecommunications, postal, transportation, irrigation, oil, gas, fuel, lubricants, broadcasting, finance, banking, health, pharmacy, fire, prison, port, airport, safety, defense, cleaning, retail and food supply

PM's Movement Control Order speech IN FULL TEXT
Tonight, I stand before you once again, to update you on the current situation regarding the Covid-19 pandemic that has caused great distress not just in Malaysia, but also throughout the world. To date, Covid-19 has spread over 135 countries.
The Government takes this current trend very seriously, especially the rise of the second wave of new infections. Our priority now is to prevent the further spread of this virus within the population. The current scenario requires drastic measures to be taken to resolve the situation as soon as possible.
To that end, the Government has decided to implement a nationwide Restriction of Movement Order beginning 18th of March until 31st of March. This Order is enforced under the Control and Prevention of Infectious Diseases Act 1988 and the Police Act 1967, and encompasses the following:
1.Complete restriction of movement and assembly nationwide, including religious activities, sports, social and cultural events. To enforce this restriction, all houses of worship and business premises are to be closed, except supermarkets, public markets, sundry shops and convenience stores selling essential goods. Specifically, for Muslims, the suspension of all religious activities in mosques and Suraus, including the Friday prayers, is in line with decision of the Special Muzakarrah Committee that convened on the 15th of March 2020.
2.A complete travel restriction for all Malaysians going overseas. For Malaysians returning home, they are required to undergo health checks and voluntary self-quarantine for a period of 14 days.
3.A complete restriction of foreign visitors and tourists into Malaysia.
4.Closure of all kindergartens, public and private schools, including day schools and residential schools, international schools, Tahfiz centers and all other institutions of learning in primary, secondary and pre-university levels.
5.Closure of all public and private institutions of higher learning nationwide, including skills training institutes.
6.Closure of all government and private premises except those involved in essential services (Water, electricity, energy, telecommunications, post, transportation, irrigation, oil, gas fuel, lubricants, broadcasting, finance, banking, health, pharmacy, fire prevention, prisons, ports, airports, security, defense, cleaning, food supply & retail).
I am aware that some of you may find these measures to be extremely cumbersome as you go about your daily lives. However, these measures are necessary in combating the virus, which may still threaten the lives of our people. We have unfortunately witnessed a sharp rise in the number of cases affecting other countries in a very short time. Naturally we do not wish to see such similar developments take place in our country.
As the situation continues to worsen, we can wait no longer. Drastic measures must be taken immediately to check the spread of this virus by way of restricting public movement. This is the only way to prevent more people from being infected by this life-threatening virus.
I hope all of you can be patient as we go through this enormous challenge. Please do not panic, do not be alarmed and always remain calm. I believe that with these measures undertaken by the government, we will be able to stop the spread of this virus expeditiously.
We have seen several other countries such as China taking similar drastic measures and they have seen remarkable reduction in the number of new infections of Covid-19.
I would also like to give my assurance that the supply of food, daily necessities, and health products such as face masks are fully adequate. I have directed the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) to continuously monitor the supply situation regarding the items I mentioned, for the duration of this Order.
I ask all of you, to adhere to this Restriction of Movement Order. Indeed, it is our collective responsibility to do so, as a citizen who cares for the wellbeing of our families, our communities, and our nation. I would also like to announce that a special session of the National Security Council will be convened daily to monitor the Covid-19 situation.
I will be chairing this session and will be updating all of you, my fellow Malaysians, from time to time. “Tourism Industry Crippled As Government Issues Movement Control Order”
Putrajaya (17 March 2020) – The movement control order issued by the Government on 16
March 2020 is seen as a much needed move to control the spread of Covid-19 but it comes
with a hefty price tag. The order only allows essential services to operate as usual for the period
of 18 to 31 March 2020 and that does not include hotels. The hotel industry was not addressed
specifically and is given only one day to be ready for the control.
In the Tourism Recovery Action Council (TRAC) with the Ministry of Tourism, Arts and
Culture (MOTAC) earlier this afternoon, the Malaysian Association of Hotels (MAH) sought
for clarifications on hotel operations during this period, especially hotels with in-house and
long-stay guests and as to what services are allowed for these guests
According to MOTAC, pending approval from the Malaysian National Security Council, hotels
are allowed to operate on limited services, that includes allowing in-house guests whom had
checked-in (before 18 March 2020) to stay until its intended check-out date. In-house guests
however, are advised to remain in the room throughout the movement control period. Other
services in the hotel on the other hand, are not allowed to operate except for food & beverages
but only for room service. No new check-ins are allowed from 18 till 31 March for all, including
local Malaysians
In the TRAC meeting, Yap Lip Seng, Chief Executive Officer of MAH also presented the
updated cancellation report of hotel room bookings as of 16 March, amounting to 170,085
room nights, valued at RM68 million. “The cancellation of bookings represents the current
impact caused by the Covid-19 but we are more concerned with the loss of demand for the
coming months. We foresee that the losses will double by end of the year,” Yap said.

MAH also presented a series of proposals for the second economic stimulus, partly to assist
tourism rebound but more focused on easing cash flow of industry stakeholders. Key proposals
include reduction of employers’ contribution to EPF, increasing discount for electricity to 30%,
extending the discount for water, waiver of quit rent and assessment for tourism properties and
also a monthly payroll subsidy for employees earning RM2,000 and below
“We are also repeating our call for the Minister to review the rate of Tourism Tax to RM1 from
existing rate of RM10, which is within the power of the Minister (of Finance) under the
Tourism Tax Act 2017,” Yap added. The proposals are to address current burden faced by the
industry, as well as to plan ahead mid and long term for tourism recovery
Apart from requests presented to the Government, MAH is also pursuing negotiations with
local service providers and suppliers to hotels, to extend a fair discount to hotels for this period.
“We are in talks with key vendors such as Astro, for a reduction in fees and discount for the
period up to December 2020. Hotels are currently paying them for empty rooms and services

POLICE APPROACH ON MOVEMENT CONTROL ORDER
Police will take subtle approach in enforcing movement control order
KUALA LUMPUR: The authorities will take a soft approach in enforcing the restriction of movement nationwide to allow Malaysians to adapt to the changes in their daily routine.
Inspector-General of Police Tan Sri Abdul Hamid Bador said today that while there are provisions under the Penal Code which empower police to act on those who defy orders and isolation rules, police would take a subtle approach in the early stages of the exercise.
He said in the two-week restriction of movement, police hope the people will play their role in strictly observing the law by self-imposing isolation without the need of police enforcement.
“This is not a curfew. It is just a move to control movement. If the laws are not being adhered to then we will first advise, then warn and finally action will be taken. We hope everyone will cooperate or else the whole purpose of this exercise will be defeated,” he said at a press conference at Bukit Aman, after attending a high-powered meeting in Putrajaya with the National Security Council, military and other agencies.
Abdul Hamid said those who plan interstate travel are required to notify the nearest police station of the purpose of their journey.
He said the traveller will need to have a valid and urgent purpose of making such a trip before police consider issuing an approval letter.
“This is to limit movement of people and to contain the spread of the virus. Please be responsible and not selfish. If there is no urgent need to travel then stay indoors. We seek your understanding in these difficult times. Do not make unnecessary travel or take family holidays.”
Abdul Hamid said random checks will be conducted by police on motorists travelling from state to state to ascertain if they had obtained the necessary travel permit from police.
Abdul Hamid said interstate travel would only be allowed for :
– the demise of a close family member
– the ill-health of a family member
– medical treatment for one’s self or family member
He said those who wish to seek approval for the travel for other reasons may discuss the matter with the officer-in-charge of station (OCS).
Those who fail to produce the travel document during police checks can face action under laws of the Prevention and Control of Infectious Diseases Act 1988 and Penal Code where the penalty is imprisonment up to two years or a fine or both.
He added that traffic police counters for settling traffic summonses will be closed during the two-week period until March 31.
He said those who intend to pay their fines urgently to renew their driving licence or road tax due to being blacklisted can do so online.
Abdul Hamid said if they are unable to pay fines online, they can seek the assistance of the district police chief or his deputy in their respective areas.
On another matter, Abdul Hamid said the police force is yet to have any positive cases of Covid-19.
However, he said seven senior police officers, 34 junior officers, two civilian staff and 11 of their family members have been placed in self-quarantine after being suspected of exposure to the virus
